Customs Clearance in Zambia: An Importer's Practical Guide
How importing into Zambia works: ZRA pre-clearance on ASYCUDA World, the documents customs expects, products that need extra certificates, and how to avoid border delays.
Every day a consignment sits at the border costs money - in storage, truck charges, missed sales and stalled projects. Most delays come down to the same causes: paperwork that wasn't ready, documents that don't match, or a product that needed a certificate nobody knew about.
Here is how customs clearance works for importers in Zambia, and how to keep your goods moving.
Pre-clearance is compulsory
Since May 2024, ZRA has required pre-clearance of all commercial imports and exports. Importers, or their clearing agents, must register and process the bill of entry on ZRA's ASYCUDA World system at least five days before the goods reach the port of entry. Trucks are not allowed into the customs area without proof that the goods have been pre-cleared.
The aim is to move the paperwork off the border: if documents are processed in advance, customs only needs to verify the goods when they arrive. A consignment that turns up without a customs declaration faces a penalty, and false declarations can lead to seizure.
Documents customs will expect
- Commercial invoice showing the goods, quantities and values.
- Bill of lading or airway bill, depending on how the goods travelled.
- Packing list that matches the invoice.
- ZRA Form CE20, the standard entry and exit form used for clearance at border posts.
- An Import Declaration Form, used for statistical purposes.
- A certificate of origin, if you want to claim reduced duty under a regional trade agreement.
The single biggest cause of trouble is inconsistency: a different quantity on the invoice and the packing list, or a vague description that doesn't match the tariff code.
Products that need extra certificates
Some goods need approval from a specialist agency before customs will clear them, for example:
- Meat - the Veterinary Department.
- Plants, seeds and fruit - a phytosanitary certificate from the plant health authorities at Mount Makulu Research Station.
- Food and medicines - the Ministry of Health and the Zambia Medicines Regulatory Authority.
- Firearms and ammunition - Zambia Police.
Arrange these before the goods ship. Applying once the truck is already at the border is how a two-day clearance becomes a two-week one.
Know your landed cost before you buy
Duty and taxes are part of the price of imported goods. Before you place an order, get the goods classified under the correct tariff code and the duty and VAT calculated. That tells you your real landed cost and protects your margin.
