Rental Income Tax in Zambia 2026: A Landlord's Guide

Rent out a house, flat or shop in Zambia? Here are the 2026 rental income tax bands, how monthly ZRA filing works and how to catch up before 31 December.

If you rent out a house, a flat, a boys' quarters, a shop or an office in Zambia, the rent you collect is taxable, and the Zambia Revenue Authority (ZRA) expects a return every month. Unpaid rental tax tends to surface at an awkward moment, such as when you need a Tax Clearance Certificate.

Two things make this a good moment to get it right. The rental income tax bands changed on 1 January 2026, and ZRA's Extended Voluntary Disclosure Scheme, which can waive penalties and interest on old arrears, closes on 31 December 2026.

The 2026 rental income tax bands

Rental income tax is charged on your gross rent - the rent you receive, not your profit after repairs and other costs. From 1 January 2026 the annual bands are:

  • 0% on the first K30,000 of rent a year (that is K2,500 a month). Before 2026 this tax-free band stopped at K12,000.
  • 4% on rent from K30,001 to K800,000 a year.
  • 16% on rent above K800,000 a year.

The higher tax-free band is good news for smaller landlords: someone letting a single room or a small boys' quarters for under K2,500 a month may now owe nothing.

Tip: work out your total rent for the year across all your units before you look at the bands, and confirm how they apply to your own figures with our team or with ZRA before you file.

Who needs to register

If you earn rent from property in Zambia, you should have a TPIN and be registered with ZRA for rental income tax. If your rent is small enough to fall inside the 0% band, check with us or ZRA whether you still need to file monthly returns.

If you live outside Zambia, different rules can apply. For non-resident landlords, the tenant is generally required to withhold tax from the rent and pay it to ZRA, so it's important that you and your tenant agree how this is handled in the lease. Diaspora landlords should get this checked before the first rent payment.

Filing and paying: the monthly routine

Rental income tax works on a monthly cycle:

  1. Collect the month's rent and keep proof - a receipt, a bank transfer record or a mobile money statement.
  2. File your rental income tax return on ZRA's online system by the 14th day of the following month. January's rent is reported by 14 February, and so on.
  3. Pay the tax due by the same date.
  4. Keep your leases, receipts and bank statements together. They are your evidence if ZRA ever asks questions.

Late filing and late payment both attract penalties, and unpaid tax builds up interest. Small amounts left for a year or two can grow into a bill that blocks your Tax Clearance Certificate.

Behind on rental tax? Use the 31 December window

ZRA's Extended Voluntary Disclosure Scheme runs until 31 December 2026. If you come forward and pay the principal tax in full, or sign a Time to Pay Agreement with ZRA, up to 100% of the accrued penalties and interest can be waived. It covers domestic taxes, which include rental income tax.

There are exclusions - for example cases already under fraud investigation, wilful default or legal proceedings - so check your position before you disclose. We explain the scheme in more detail in our guide to the ZRA tax amnesty 2026.

Also check your ZRA statement carefully. After ZRA moved historical records onto its TaxOnline platform in early October, some taxpayers saw balances they didn't recognise. On 12 October ZRA paused penalties, debt recovery and Tax Clearance Certificate suspensions linked to unreconciled historical records while it reviews them. If your statement looks wrong, raise it with ZRA rather than paying a figure you can't explain.

Common mistakes landlords make

  • Only declaring when the tenant pays on time. Report the rent for each month as it is received, and keep records of any arrears.
  • Forgetting small units. Rent from a boys' quarters, a shop front or a room let on the side is rental income too.
  • Cash rent with no paper trail. Issue receipts and bank the money where you can. It protects you with ZRA and with tenants.
  • Mixing up taxes and charges. Council property rates and ground rent are separate bills. Paying them does not cover your rental income tax.
  • No written lease. A clear lease setting out the rent, deposit and payment dates makes your monthly figures easy to prove.
